If you've been putting off insulation because of the price, you're not alone. The good news for many Spokane and North Idaho homeowners is that insulation rebates and financing can work together. One lowers the price. The other spreads out what's left. Here's how the stack works, who it fits, and where the limits are.
Can you combine an Avista rebate with financing for insulation?
Yes, if your home qualifies for the rebate. The two come from different places and do different jobs:

Because the rebate comes off the price first, you only finance what's left. For some qualifying homes, that remaining balance is small.
How does the savings stack work, step by step?
Think of it as three layers.
Step 1: Find out if your home qualifies for the rebate.
Avista Utilities says only about 10% to 30% of homes in its service territory qualify, based on how much insulation is already there. The home also has to meet a few basic rules:
- You're an existing Avista Utilities residential customer.
- It's your primary residence, in an existing single-family home or a duplex, triplex, or fourplex. New construction doesn't qualify.
- In Washington, the home is heated with Avista Utilities electricity or natural gas.
- In Idaho, the home is heated with Avista Utilities electricity. Natural gas heat doesn't qualify on the Idaho side.
- Your current insulation is below the program's starting level.
During your free in-home estimate, we measure the insulation in your walls and attic and take photos. That's how we tell you whether your home is likely to qualify.
Step 2: Let the rebate come off the top.
As an Avista Utilities approved installer, USA Insulation of Spokane-CDA can apply the rebate upfront to your project. You don't pay full price and wait for a check. Avista Utilities pays its share directly, and you pay the rest. Covered work includes attic, wall, floor, and crawl space insulation, plus duct insulation and duct sealing.
Step 3: Finance the balance if it helps.
If paying the remaining amount at once would strain your budget, financing lets you spread it out. Paying outright costs less overall, so financing makes the most sense when it's the difference between insulating this fall and waiting another winter.
Who are insulation rebates and financing a good fit for?
It tends to work well if:
- You're an Avista Utilities customer in an older home, especially one built before 1980, with thin or empty walls.
- You'd like the work done before the coldest months but don't want one large payment.
- You have rooms that never feel comfortable and bills that keep climbing.
It may not fit if your home already has decent insulation (it likely won't qualify for the rebate) or if you'd rather save up and pay in full.
What if you're not an Avista Utilities customer?
Plenty of homes in our service area get their power or heat from another utility, especially in parts of North Idaho and the rural areas outside Spokane. The Avista Utilities rebate doesn't apply to those homes.
You still have options:
- A free inspection so you know exactly what's in your walls and attic.
- Financing through USA Insulation's independent lending partners.
- Energy savings. ENERGY STAR estimates homeowners save about 15% on heating and cooling, on average, by air sealing and adding insulation.
Are there other insulation incentives in 2026?
Fewer than there used to be. Here's where things stand as of this update:
- Federal 25C tax credit: ended for work completed after December 31, 2025. It is not available for new projects.
- Washington state: the federal IRA Home Energy Rebates have not opened to the public yet. Lower-income households can look into the state's Weatherization Program.
- Idaho: the legislature declined federal home energy rebate funding in 2025, so there is no state home energy rebate program right now.
- Avista Utilities income-qualified help: Avista Utilities also runs a separate Home Weatherization Program for income-qualifying households. It works differently from the Home Insulation Program. We'll cover it in our next post.
